Présentation du Kazakhstan lors de la 151ème session de l’Assemblée Générale du BIE


Comme annoncé auparavant, la 151ème session de l’Assemblée Générale du Bureau International des Expositions a eu lieu le 12 juin à Paris, au siège du BIE. A cette occasion, la République du Kazakhstan a présenté à nouveau sa candidature à l’organisation de l’ЕХРО 2017.

Le Président de la République Noursoultan Nazarbaev a adressé au nom du peuple kazakh un message vidéo aux délégués du BIE. Dans son allocution, il a souligné que cette exposition serait la première dans un des pays de la CEI et en Asie centrale et qu’elle élargirait les horizons de l’EXPO. Il a également avancé que le thème «Energie du futur» représentait la bonne voie du développement de la planète. N. Nazarbaev s’est adressé aux membres du BIE avec le message suivant : « Qu’elle que soit votre décision, nous l’accepterons. L’EXPO 2017 représente un grand espoir pour nous. »


Le fil rouge des interventions des représentants kazakhs était le thème «Trois pas du Kazakhstan à la rencontre de la planète Terre».

La délégation a été présidée par Karim Massimov, Premier Ministre de la République du Kazakhstan. Le pays a également été représenté par Imangali Tasmagambetov, maire d’Astana et par Zhanar Aitzhanova, ministre de l’intégration économique.

C’est la ministre de l’intégration économique Zhanar Aitzhanova qui a été modérateur de la présentation. Le mot de bienvenue qu’elle a réservé aux délégués était le suivant : « Aujourd’hui, j’anime cette présentation en tant que personnalité politique et en tant que femme, une mère qui se soucie du futur de ses enfants. Les sujets que nous allons aborder aujourd’hui sont imposés par la vie même. Notre planète est vivante, elle respire, évolue, mais on l’oublie. Aujourd’hui, chacun doit se poser la question : “Qu’avons nous fait pour le bien-être de la planète ?” Dans ce contexte, mon pays est préoccupé par les défis globaux et se penche sur leur résolution de façon méthodique. Vous allez pouvoir vous en assurer aujourd’hui. »

Le thème «Energie du futur» proposé par le Kazakhstan reflète le plus urgent des défis de l’humanité qui réside dans l’utilisation rationnelle des ressources énergétiques. La résolution de ce problème représente un enjeu stratégique pour un grand nombre de pays.

Le Kazakhstan a présenté 3 vidéos dont une sur le modèle 3D du site de l’EXPO et des pavillons thématiques prévus sur le site de l’exposition.

Les vidéos portent sur la résolution des problèmes planétaires tels que l’absence d’accès à l’énergie électrique ou l’éradication de la pauvreté. Ces questions nécessitent une nouvelle approche et la recherche de propositions efficaces pour la sauvegarde de la planète. Le Kazakhstan, de son côté, a grandement contribué à la lutte contre la pollution de la planète en fermant le polygone nucléaire de Semipalatinsk.

Au cours de la session de l’Assemblée Générale du BIE, Imangali Tasmagambetov, maire d’Astana a affirmé : « Etant confronté à une aussi rude concurrence, nous nous basons sur l’objectif premier de l’EXPO. Son caractère est multiple et universel, il consiste à soutenir et à promouvoir l’aspiration de l’humanité à rendre le monde meilleur. En tant que jeune capitale, c’est cet objectif que nous pouvons appuyer fortement. Nous espérons qu’en choisissant la candidature d’Astana, votre organisation parviendra en outre à atteindre son objectif qui consiste à faire vibrer le monde entier par le renouveau, la quête et le progrès. » I. Tasmagambetov a par ailleurs ajouté : « En choisissant la ville d’Astana, vous la ferez connaître différemment. De notre côté, nous ferons tout pour que notre ville écrive une page inoubliable dans l’histoire de l’organisation de l’EXPO. »

La particularité et l’atout principal du futur site de l’EXPO seront son fonctionnement exclusif à base de sources d’énergie renouvelables. Le site de l’exposition accueillera 4 pavillons thématiques : Vie, Monde, Raison, Espace. Par ailleurs, la question de l’utilisation ultérieure du site de l’EXPO a aussi été abordée. Il est prévu d’y créer un centre d’expositions des progrès scientifiques et technologiques du Kazakhstan.

Rappelons que, outre Astana, l’organisation de l’EXPO 2017 est convoitée par la ville belge de Liège qui a également fait sa présentation.

Le Premier ministre belge Elio Di Rupo a présenté le thème principal du projet de l’exposition en Belgique « Connecter le monde, relier les gens » et a parlé du rôle des technologies d’information et de communication.

Il a rajouté que : « Les technologies d’information et de communication jouent un rôle essentiel dans la protection de notre planète. Notre slogan est une politique meilleure pour une vie meilleure. Nous essayerons de montrer que les technologies d’information et de communication pourront faire progresser la santé, améliorer le développement culturel, renforcer le bien-être et la solidarité entre les peuples. »

La ville de Liège a été présentée par Robert Tollet, président du projet de l’EXPO 2017 de Liège, par Willy Demeyer, maire de la ville candidate et par Marie Gillain, actrice de cinéma. Ils ont à leur tour mis en exergue l’hospitalité de leur pays, la position géographique avantageuse de Liège au cœur de l’Europe et ont également souligné le fait que la Belgique était un royaume multinational.

Le pays hôte de l’EXPO 2017 sera choisi à l’issue du vote secret des 160 pays membres du BIE en novembre 2012.

Presentation of Kazakhstan at the 151 General Assembly of the BIE
As indicated earlier, the 151 General Assembly of the BIE was held yesterday, on June 12, at the headquarters of the International Exhibitions Bureau (BIE). This offered Kazakhstan yet another opportunity to present its bid to host EXPO 2017.
The President of Kazakhstan, Nursultan Nazarbaev, addressed the delegates in a recorded video statement, on behalf of the Kazakh people. In his address he underscored the fact that this would be the first such exhibition in the CIS states and in the Central Asia region, thus expanding the geographical reach of the EXPO, while the EXPO's central theme, «Future Energy», points to the only viable path for the future development of our planet. President Nazarbaev had a message for the members of the BIE - “No matter what decision you take, we will support it. EXPO – 2017 represents a great aspiration for Kazakhstan.”
The main thrust of the presentations by Kazakh speakers was the concept «Three steps by Kazakhstan to help Planet Earth».
The delegation was headed by Prime Minister of Kazakhstan Karim Maximov. Kazakhstan was also represented by the Akim (Mayor) of Astana, Imangali Tasmagambetov, and the Minister for Economic Integration, Zhanar Ajtzhanova.
The main presentation was made by the Minister for Economic Integration, Zhanar Ajtzhanova: “Today I am here to speak as a government official, but also as a woman, a mother who is thinking about the future of her children,” she said in her introductory statement to delegates. “The topics that will be discussed here today are dictated by the necessities of life. Our planet is a living, breathing being, but we forget about that. Today, each one of us should ask themselves, ‘What have I done for the wellbeing of the planet?’ From that perspective, our country has not only devoted its attention to challenges of a global nature, it has also systematically tackled those challenges, as you will see for yourselves today.”
The central theme, «Future Energy», proposed by Kazakhstan, reflects the most topical challenge for humankind – the rational use of energy resources. Taking up that challenge has become a strategic objective of many countries around the world. 
The Kazakh delegation showed three videos, including a 3D mock-up model of the EXPO grounds and the thematic pavilions planned for the EXPO complex.
The videos mainly focused on solutions to problems of a global scale, such as the lack of access to electricity and the reduction of poverty. Such challenges require new paradigms of thought and the development of constructive proposals on how to save the planet. Kazakhstan has made its own significant contribution to cleaning up the Earth by closing down the Semipalatinsk nuclear test-site.
The Akim (Mayor) of Astana, Imangali Tasmagambetov addressed the delegates at the General Assembly. “As we take part in such a prominent competition, we are fully aware of the global mission of the EXPO. This mission is multi-faceted and universal – to support and sustain the aspiration of humankind to change our world for the better. As a young capital, we can significantly bolster that particular mission. We hope that by choosing Astana, your organization - an organization that strives to instill a spirit of renewal, of exploration and of progress in the entire world - can fulfill its mission as well. By choosing Astana, you will offer our city an opportunity to become better known around the world. We, in turn, pledge that Astana will do everything possible to write an unforgettable chapter in the history of the EXPO.”
The main distinguishing feature and advantage of the grounds earmarked for the future EXPO is that they will be operated exclusively through the use of renewable energy sources. The EXPO Complex will house four thematic pavilions – Life, World, Mind and Space. At the same time, already at this early stage Kazakhstan has given some thought to the future use of the EXPO facilities. The plan is to establish an exhibition complex on the grounds of the EXPO to showcase Kazakhstan’s achievements in science and technology.
Let us recall that in addition to Astana, the Belgian city of Liege has also submitted a bid to host EXPO 2017 and also made a presentation of its bid at this General Assembly.
The Prime Minister of Belgium, Elio di Rupo, spoke about the main theme of the Belgian bid, “Connecting the World, Linking People”, and the role of information and communication technologies. “ICTs play a very important role in the protection of our planet. Our slogan is – better policies for better lives. We will strive to demonstrate how ICTs will make it possible to improve health-care, cultural development and well-being, as well as solidarity between nations.”
Also taking part in the presentation of Liege were; the President of EXPO 2017 Liege, Robert Tollet, the mayor of Liege, Willy Demeyer, and the movie actress Marie Gillain. They highlighted the hospitality of their country, the geographical advantages of Liege, located at the very heart of Europe, while stressing that Belgium is also a multi-ethnic kingdom.
The winning host-city of EXPO 2017 will be determined by a secret vote of the 160 BIE participating states in November 2012.
